Outstanding achievements and major contributions
  1. Serving the Pingtung Irrigation Association, as Chief of the irrigation section in 1997, he comprehensively managed irrigation operations, drafted irrigation plans, drought responses, flood prevention relief work and resolved water disputes. As a result, he was selected as a model worker.

    In 1999, he was appointed chief of the Design Section where he strengthened engineering project planning, design, construction, quality inspection and operational supervision, significantly improving project quality.

    In 2000, he was appointed Chief of the Information Office overseeing information operations, including improving plans, designing and writing programs for use by the team, and establishing a database to promote e-commerce with remarkable results.

  2. In June 2010, he was appointed the third term directly elected president of the association and took on the arduous task of rebuilding engineering projects after Typhoon Morakot. In September 2010, Typhoon Fanapi hit, causing severe damage and repair and construction work became even more difficult. He was able to completed related tasks and received an award from the Council of Agriculture, Executive Yuan

  3. Since becoming association president in 2010, he has promoted a dry farming irrigation plan. From 2010 to 2016, the implementation budget was in excess of NT$100 million, and helped about 6,000 farmers. It offered significant benefits in terms of saving crop water and improving crop yield and quality, and was widely welcomed by farmers. The program was recognized for outstanding execution and received multiple merit awards from the Council of Agriculture, Executive Yuan

  4. In 2010, he actively cooperated with the Council of Agriculture on "Promoting the application of geographical information systems in agricultural irrigation management and operations." In 2011, he completed the construction of all workstations, integrating GIS operations with Internet services to improve work efficiency, which was assessed as a Grade A performance by the council and received a merit award

  5. Promoted "Refilling lost soil and recultivation of farmland after the Typhoon Morakot disaster" to implement tasks assigned by the Council of Agriculture, and cooperated with the Seventh River Management Branch, Water Resource Agency, Ministry of Economic Affairs, Pingtung County Government, Gaoshu Township Office, Ligang Land Office and other units to re-fill lost soil, with farmers in the border area coordinating to regain their land. Canal reconstruction was completed ahead of schedule at the end of 2011, providing sufficient water for crops and won awards from the Council of Agriculture.

  6. In 2015, the office assisted in water source regulation on Gaoping River, strengthened water allocation and irrigation management, ensured sufficient agricultural water use, and successfully completed a drought relief mission.

  7. On July 31, 2015, the eruption of the Xinyuan mud volcano caused serious siltation of main lines, branch lines and irrigation and drainage channels managed by the Association. Due to timely command and adjustments during the typhoon and heavy rain, 12,000m³ of dredging disaster relief work was completed, avoiding a second disaster, and won a merit award from the Council of Agriculture.

    • 1997 and 2001 Work Model for Outstanding Performance in Irrigation from the Council of Agriculture, Executive Yuan
    • During this period, his implementation of irrigation operations was recognized by the Council of Agriculture, Executive Yuan, receiving 19 awards and credited 6 times.
    • 2017 National Irrigation Outstanding Contribution Award-Dayu Award from the Water Resources Agency, Ministry of Economic Affairs.
